Do you have the Panoramic router? If so, I'm curious if its Hot Spot feature would have a separate domain. I'll assume it would because it'd broadcast on a different 2.4 GHz frequency than your personal network: 2.4xx vs. 2.4xx.

I've also read the 5 and 2.4 GHz frequencies of your Panoramic should have the same SSID. https://www.cox.com/residential/support/view-and-change-the-wireless-ssid-and-password.html
If none of these is the culprit, perhaps the 192.168.48.1 is a neighbor's router with a stronger broadcast. You'd have to configure your devices to only connect to your SSID.
