Some may think this impossible, at least hard to believe. Since our replacement Panoramic router was put online, it has had a habit of doing it's own IP reservations! It also showed my iPhone as "Offline" even though it wasn't and was functioning fine. I think I can answer to part of these issues. By default the iPhone and iPad use a "Fixed" IP to reduce the threat of any device "or network"? attempting to track them. Curious though, right down on the same page in these iOS settings it shows "Automatic" or DHCP regarding IP assignments.
Inspite of the the above points made on *reserved and *fixed IPs, my iPhone AND iPad at this time appear with all other connected devices. Not in the Offline/ Reserved area.
But currently there's another buggy issue. The Samsung Galaxy phone in the network is suddenly appearing in both the "Reserved IP" area AND the ON-line DHCP listing.!? Worse yet, the IP's don't match, perhaps explaining why the wife is having problems connecting and browsing. I HAD NOTHING to do with creating a reserved IP for her phone!, nor in selecting either of the IP's associated. I tried changing the newer IP to match the original for her phone, but received the Error message that the IP was already in use!
PROBLEM most in need of an answer; Why is there NO option to DELETE a device in the COX routers management??

Hello.
Thank you for reaching out to Cox. To make sure we are on the same page, in the Cox Wi-Fi app you can forget a device. If you are looking to access the router for like bridge mode as an example, the login information will be available on the modem. Lastly, please reach out at Cox.help@cox.com for further assistance if needed.
