Roommate account

I have a roommate account, and whenever a technician adjusts something for the primary account my internet service does not push data. Service is at full strength, the internet speed is zero.

I looked from this end however I'm not seeing the modem online. Are there any cable splitters you can try bypassing to see if that helps?
