Why can't I receive PAC 12 in hd?. Paying for advanced tv lineup says I should be receiving it!

What receiver or DVR are you using? See the little notation next to the PAC-12 Net HD in the channel lineup? That means it's a "Contour HD" channel. It requires a receiver that tunes 860MHz-1GHz (in addition to the lower frequencies), and tunes H.264 video. Generally, if you have the 8642HDC, 8742HDC, 8752HDC or 9865HDC DVR or a newer 46xxHDC receiver, you should be OK. It also has to run on Trio (Contour.) If you have a 8420DVR or Motorola equipment, you're SOL.
