Could you give some context to your question? The simple answer is yes, but the more complex answer is that isn't a big deal. When you go to a website, the people that make that website have the ability to see where you're connecting from. You have probably seen this used in ads, where it will say "Buy cars in <insert your town>". But they can only see your town and ISP. The only way that will connect to your personal info is if you give them personal info to associate with the IP. There is no public system that will match IP to name. If you want to know what they are seeing, this is close. On top of that, your IP address changes often, so that protects you too.
