I think this might be from the "512k" problem with the internet backbones recently. I'm having issues with many websites that routes at some point with the major backbone providers. For instance if I go to any Google site, it pulls up within an eyeblink but if I got to MSNBC or something it pulls up slow often have to force it refresh. Google runs on their own backbone and is likely to suffer the many problems the older ones do.
When I manage to get on the Speedtest.net site after a few forced refreshes I get a report of 100-120 MBps which is really good after the "Speed Doubling" that just occured with the two top tiers offered by Cox. I really feel this is on Level 3 or Cogent's end. I can confirm this also started happening on my 4G Network with my ATT plan I have on my iPhone, seems to be some of the same sites doing it too. I'm also having issues with Xbox Live, Steam and Battle.net servers intermittenly. This started pretty much this evening but I noticed some issues this morning disconnecting to some things I just ignored them as nothing but I think it's much bigger then that.
Even after checking my modem signals (which came out fine) this still is happening.

Maybe try just resetting your modem. If you have any questions on how to do that you can look up any article by typing in the model of your modem in the top search bar powered by google. for example sb6141 and it will bring up a document that will show you what the modem looks like front and back as well as have a link for the manual on the bottom of the page.
