Email access problems

I've been trying to access my email for the last 30 min and can't get in. This happens on & off every day but usually only lasts for a few minutes. I need to get into my email for various reasons & this is extremely frustrating. Why is this happening & what is being done to fix this issue? I've tried accessing via my iPhone & two different computers with the same result.
