Closed Caption Errors on The CW in Phoenix (KASW)

How should one go about reporting closed caption errors?  There are dozens of spelling errors and typos per episode in the various primetime shows I watch on the CW affiliate in Phoenix (KASW).  Affected programs include The 100, The Vampire Diaries, The Originals, and DC's Legends of Tomorrow.

    Yes, this is a problem with the CW in Phoenix, AZ - KASW, not sure if this is the Cox encoding or the Local Affiliate.

    It seems to only (or mostly) be the 7pm - 9pm Mon-Fri programming.

    7pm - Monday - Crazy Ex-Girlfriend
    8pm - Monday - Jane the Virgin
    7pm - Tuesday - The Flash
    8pm - Tuesday - iZombie
    7pm - Wednesday - Arrow
    8pm - Wednesday - Supernatural
    7pm - Thursday - DC's Legends of Tomorrow
    8pm - Thursday - The 100
    7pm - Friday - The Vampire Diaries
    8pm - Friday - The Originals

    There is a definite pattern to the errors, where two characters are either dropped and/or repeated in most every sentence.  CCs are stored 2 letters per frame so this would appear to be an encoding issue.

    I reached out to the Station Engineer, but he said the Captions were correct Over the Air, via Antenna.
    I also posted to a Phoenix Forum and asked any OTA folks to check, no one else claimed to see an issue.

    Captions were also messed up on the HD ClearQAM CW channel 61.1 tonight from 7pm to 9pm 

    However, the captions on the ClearQAM kept dropping an entire sentence or dialogue, there were still the 2 character drops and repeats, along with missing dialogue. The Captions also kept disappearing, and when I went into the TVs CC settings the format was changing from "DTV CC1" to "Service 1"

    The Analog version on channel 6 had the exact same 2 character drops and repeats, as the Digital HD and SD versions on 6 and 1006.
