ACP Qualification

I've been trying to requalify for ACP since December. I've explained to Cox and that I only have my landline phone and I have no documentation online I can show them to prove I am who I say I am. I've been tossed back and forth from Cox and for 3 months. 2 times rudely. I qualified last year in 30 seconds. Any help?
