No Internet / Rolling Internet Blackouts - Lafayette, LA

Anyone know why Lafayette, LA has been getting internet blackouts every day for the past week and a half? Seems like the internet goes down every day around 11 AM and doesnt get fixed until 10 PM (if at all). 

P.S. If my internet service isnt being provided does that mean my contract is null and I dont have to pay my bill this month?

    Same thing in RI. Cox is the worst and I have had all of the large ISP'S
