DRM on all Non-Local Channels--Orange County

About a week ago, my HTPC stopped being able to tune everything but local broadcast channels.  I've contact tech support, had the cable cards "re-paired" (using HD Homerun tuners with a tuning adapter).  But everything still shows as DRM protected.   Is this a policy change?   If so, I'll likely go to a streaming solution.  Understand why you have DRM on HBO, but CNN and ESPN?  Come on.  This has to be a mistake.  I am not sure where to turn--calling tech support is useless for an issue like this.
