In this case, it turned out that the power was out at the distribution center. Power came back, box works.

Contour cable box says "sorry, we're having some trouble." try tightening your connections. "Restart" is the only option. This message is unhelpful. The connections are all good, just sometimes the box doesn't work. If it was a connection, it would not need to restart, just plug in a cable.
In this case, it turned out that the power was out at the distribution center. Power came back, box works.
