Did they test the signal strength that the TV is getting and test the speed? It could be as simple as interference where the problem TV is. However if it works fine on the other TVs, it's not a ISP/modem issue IMO. How do other apps on the TV work? Same?
PS. Here is the manual for the modem. The modem UI is read only. Except for the password to access it, there is nothing to configure or change.
Did she test the signal strength - sorry but can't say with absolute certainty. Ran +/- 4 tests (no idea what she was doing, just followed her direction), again she said everything was optimal. I do recall she said something to the effect that the speed (the signal strength?) was excellent.
Main TV and Contour box are next to a Sony sound system (audio is thru this system and not TV) but no other electronic devices. It's a clear shot from the router in the computer room to the living room TV.
Paramount+ works with no problem on the MAC and bedroom TV - although on bedroom TV, it will hiccup once or twice after 1st starting but clear sailing after that initial issue. The other 2 streaming services we use - Netflix and Hulu - work with no issues (may be slow starting a few times but no issues after start-up).

If other apps work it's not the Internet connection. Sounds like a problem with the TV app. Have you tried uninstalling the app? Have you check the TV firmware? If all else fails I suggest getting a Chromecast or other media player. Just buy one you can return in case it doesn't work. Some are only 20bucks.

Not sure what you mean by TV app. Netflix, Hulu, and Paramount+ (plus several others) are part of the subscription package we purchase from Cox (a whole cornucopia of add ons besides basic cable). Have no idea if there is a TV firmware I can access. Can reboot the entire Cox system, which I have in the past to no avail. Chromecast media player is in lieu of the Contour box or in addition to the box

Paramount+ is a application(app) or program on your TV. If it is the only app having a problem, it is probably a problem with the app itself. To check your firmware, what model TV do you have?

Didn't you say this was using the NATIVE app on your TV? Why are you mentioning the Contour box now? That should have nothing to do with it. You would use the Contour box to watch live TV. It can run apps but you said you were running the app on your TV.

If I said I was using the NATIVE app on the TV, I misspoke. Have no idea what NATIVE is or what it does.
Cox thru its Contour subscription and the box that comes with it offers a number of streaming services -but not for free, we pay for Netflix thru our T-Mobile phone and Hulu directly with Hulu... and we pay Paramount+ directly to Paramount
