Depending on your VPN provider, the connection to Cox is most likely from overseas. Although it's a US-based company, their servers are based in other countries. They not only protect your data, but also protect it from court orders. Again, as Mouth posted, that depends on the provider.
However, identifying yourself by whitelisting your masked IP address and ports seem to defeat the purpose.
Why does the OP need a VPN for Cox email? Turn it off. If you don't want to turn it off, live with the inconvenience. It's slow but works.
