What's the reason for packet burst?

I've been reading a lot on packet burst for games. I ruled out my system being an issue as its up-to-date and high spec(x570 mobo, 2080 super, amd 5800x, 3600mhz ram) and its either the panoramic router provided by cox(something to do with the integrated QoS not being very good) or the ISP itself. Here is a ping plot showing how bad its been for me. It ** because I'm paying so much and for what? I upgraded to the 500 mbs ($120 total bill) only to suffer lag, packet burst/loss, and frustration.
