I think when hell freezes over! LOL Cox is addicted to the money they get selling unlimited bandwidth packages to users, even people who have Cox fiber. The only thing that seems to negate the bandwidth cap is if you are in a area with FIOS or some other fiber competition.
As for updates for OC, check out this thread. Seems there are upgrades, probably a mid-split, in the area.
