Yes, that could be the problem. I live in Los Angeles, though, and I'm choosing Los Angeles as the location for the ExpressVPN server I'm using.
Although you may have selected Los Angeles, you would still want to verify the route the IP is taking. If any of the IP's are located outside the US. Our server will still see it as inbound from outside the US.
