thank you for reaching out to the Social Media Team and being a valued Cox family member. I am not aware of any particular settings in your web browser that would affect your VPN. Are you able to check with your VPN for any support issues? Are you getting any error message when you try to login to your Cox account while using your VPN?

I've contacted ExpressVPN and am trying the different things they suggest. I'll post again here when I reach the end of the line with ExpressVPN.

ExpressVPN told me today that they're unable to solve the problem on their end.

Hello, due to security reasons. We do restrict access to accounts with IP addresses outside the US. It may be that the VPN in use, may have a path outside the US.

Yes, that could be the problem. I live in Los Angeles, though, and I'm choosing Los Angeles as the location for the ExpressVPN server I'm using.
