A bad connections, a barrel connector that's loose, a bad coax, you could be getting signals into the wiring, causing interference as well. ALSO, a bad modem could cause the issue. FYI 10$ a month for Cox Complete Care, and the service call costs nothing extra.

Are there any restrictions for how long you have to keep the Cox Complete Care package for it to not bill you? For example, can you cancel it right after the appointment? Or do you have to keep it for a few months?

At least 3 months from the time of the service call, or they charge the cost of the call.

Is there a minimum length of time that I have to keep Cox Complete Care?
You may be subject to a one-time $75 usage fee if you cancel Cox Complete Care within the first 90 days of service AND you have had a chargeable service call or an advanced tech support session within those first 90 days of service. If you have not used Cox Complete Care and cancel within the first 90 days of service, there is no usage fee.
