I was able to login to my router and update the firmware. Good idea! Long overdue in my case. I had some difficulties with the MAC cloning, although your instructions were right on target. I saw exactly what you indicated when I was logged into the router but I think I didn't reboot something properly. But no matter, since as you say it really is a work around. The IP I got originally should work but the bank is blocking it for reasons unknown.
So, I ran a tracert while on the router and got blocked and then plugged my laptop directly to the modem, getting a new IP, and ran the tracert again, which did not get blocked. I sent that info to the bank so they could see it is their server (or more likely their web vendors server) that is doing the blocking. I'll follow up with them next week. I can't believe I'm the only one who has ever had this problem and they should learn how to fix it.
Is it a big bank like BOA or something small like a credit union?
Another idea if you can't get MAC cloning to work is to install a VPN on your PC that you most bank with. This will also change your IP. To make it easy and free, try a browser with built in VPN like Opera. Connecting your PC direct to the modem is a security risk. Not bad for troubleshooting, but not something you should do long term.
PS. If you do go the Opera route, don't forget to enable VPN in the settings.
- Go to Opera’s settings
- Select Privacy & security in to enable the VPN.
- Once enabled, you will see a grey button in your browser’s address field. Click it to select your virtual location.

It's a smaller regional bank, which is why I'm thinking they probably outsource their servers. Also, when I used whatismyip and look up the banks IP it shows the server as being in California but the bank is in Massachusetts. So I'm guessing they're using a vendor with servers that are located who knows where.
I won't be connecting my laptop to the modem except for testing, e.g. running the tracert. I did download Opera and tried it the other day but I thought I still got blocked. I just tried it again and it worked, so maybe I didn't have the VPN on when I first tried it. Not sure, but in any case using Opera would be a fine work around. Or maybe after I use Opera a few times I'll like it and make it my normal browser.

I wouldn't suggest using it as your main browser as the VPN will slow your connection down alot. On my 500/500Mbps fiber connection I am getting 8/1Mbps through the VPN. It's fine for browsing but not recommended for streaming/downloading.

Really? I am on 250/10, and using Opera vpn I get the below - Definitely not a speed demon, but free and works.
My Public IPv4 is: 77.111.246.9

My IP Location is: Linkoping, E SE
My ISP is: Opera Software AS

One thing I don't like is it starts on boot by default. You have to go into the settings and turn it off. There is no reason to start a browser with every reboot. It's just a way of advertising their browser over others.

Yeah there are a few irritating aspects, but I find Opera to be in general, faster more compatible with a greater number of web sites than chrome or firefox.

I saw this in google news. Looks like Opera is getting ChatGPT. Edge is also getting it but I wouldn't be caught dead using a Microsoft browser.
