For security reasons, you're doing well by not identifying the server name and its IP address. As you know, this is a big security risk.
When you telnet, you're using...for example...YouTube.com instead of 208.65.153.238?
Cox DNS may not being able to resolve the IP address of this private server. Do you have the IP address of this private server?
Thank you. Yes, from you example, I would be using YouTube.com instead of the IP address. They did not provide the IP address, and I'm assuming it's because they haven't had a problem with it in the past. My boss has Cox as well and it worked for him when he did it.

You said your boss also subscribes to Cox. Does he have a Pano unit as well?

You can attempt an NSLookup at home via command prompt. For example...
C:\Program Files\Support Tools>nslookup youtube.com
Server: cdns1.cox.net
Address: 68.105.28.11
Non-authoritative answer:
Name: youtube.com
Address: 172.217.2.110I underlined what you'd need to type.

I was able to get the address and then I used that instead of the name, but still no luck. I am going to try factory resetting the Pano modem I have and try to get Cox on the phone to figure out if they are for some reason blocking the port.

I believe that he does because he recently had to upgrade his modem because the one he had before is no longer supported
