My husband and I have been suffering this same issue for more than 2 months now and now its to the point where the mail will not even show in Outlook even with the credentials verified. I have worked with Outlook more than 10 times on this issue and they have stated that Cox is the one with issues and since all my email addresses have been compromised and more than 4000 emails have been sent to Russia which I never sent and reported more than 50 to Cox with no resolution and its getting worse, I believe Outlook is correct and this is a Cox issue.
I have NEVER sent any email to Russia nor has my husband and none of our other online accounts have been compromised in any way. So you need to find out who is selling email information or you need to block emails to Russia unless they do one of those verification things to show they are not a bot. Also you need to delete every single one of the returned mail notifications from my email account, I am tired of using Cox webmail and deleting 20 at a time and the next day the 1000 or so I deleted the day prior have all been replaced by shiny new ones and brought along 200-1000 more with them.
