Paying for gigablast and only geting 5-10mbps with wired connection

I just moved to a new house and part of picking this house was that it had high speed internet available. I was told that it would be no issue for me to get gigablast so that is what I went with. Well we just moved in and I'm only getting 5-10mbps download and that is when it is actually working. I've been told by cox that it is a node issue for my area but according to the people that live around me Cox is unwilling to come out and fix it. I have filed a FCC complaint and am waiting to here back.
