Online Gaming Lag? Upstream Packet Loss - twelve99.net is looking like *my* culprit.

I have been dealing with high ping in my gaming for over a year now. And I just learned about ping Tracing. I also see that its Twelve99 servers that are causing the issue. Why am I paying a premium for "Gaming" speeds when the ping is so high is makes the games almost unplayable!
