Lowe power levels on my Arris Modem

They are all pretty low. I am paying for 500 down and 10 up. I get around 200 down and 6 up on average
Do you test directly connected to the modem or through your router?
I have tested both directly and using my router. I never get above 250 down 6 up
What type of NIC or adapter do you use to test? Every component should support 500 Mbps.
For laptop I use my macbook pro wireless, and then for ethernet test I connect a cat5 cable to my laptop
