Yes. However, a router is your private network. Cox has nothing to do with your private network or router. You can add up to 250 devices to your router via wire or wirelessly. Of course, 250 devices would be competing for processing time from the router so it'd slow your network down a wad.

My recommendation is to create a list of what you want the router to do.
For example, your modem, Arris CM8200, has a gigabit port so I'd ensure the WAN port on a router also has a gigabit port. If your modem can pass a gigabit per second but your router is limited to 100 megabits per second, it wouldn't be a good match.
Gigabit ports would have the following notations: Gigabit Ethernet, 10/100/1000 Mbps, GbE or GE.
Wireless range is also a consideration, but this research is limited to real-world reviews by actual users. Best Buy and Amazon have good consumer reviews. You could probably do a keyword search on "range" to filter the reviews.
If you have kids, effective Parental Control would be a criterion.
When I purchase a new router, I want USB ports to share a printer and external hard drive on my network. That's kinda nitpicky but I want it.
I guess your biggest question is how much would you spend for a router?
