Internet mystery

My internet went out on the first of the month, no explanation, I paid my bills. Then they send a tech out and he's like, "oh someone mysteriously unplugged your wire". Then after he leaves, the Internet is slower than before it broke. I guess the mystery is, "what does connected, but no Internet" mean?

    It means that you are connected to your network (your wifi gateway device) but your network is not connected to the internet. Try rebooting your network device.

    What model modem and router do you have? Also, was the internet slow or totally out?
