I noticed my speed has been downgraded to 10 upload and im paying the same

I like to stream on twitch and I've had the 100$ package for years. I took a break over the last year for college stuff, come back, and noticed my upload speeds are now half of what they used to be, which tbh 30  was sort of low to begin with. I'm just wondering has cox discontinued a way to get the old speeds(even if its less download!) without having to shell out 150$? 10 upload is pretty bad :(
