I cannot access Government Website from my home modem but I can from my business modem. Why? I meant modem. Sorry

What error do you get when trying to access the site? What model business router and home router do you have? First thing that comes to mind is a DNS issue. Have you tried changing your DNS to Google DNS or some other alternate DNS?

just times out. Again cox support varified the firewall but said they could do nothing about it due to a dynamic ip

    What firewall? Advanced Security? What model modem and router do you have? Did you mean modem/router gateway?

    ::edit:: AFAIK firewalls only block ports not websites.
