Did you previously contact Cox about your service? If not, ignore. Even if it is Cox, Jill wants to sell you something you obviously don't need.

Sounds like someone is phishing. You have to opt-in to receive text alerts from Cox. Text notification preferences are only used for appointment reminders, data usage billing notifications, or order confirmations.
