Does cox always charge $100 for a replacing a faulty modem and not mention there would be a charge?

After repeated wifi outages and poor service tech support asked to send out a technician. Then three weeks later on the bill there is a charge fos "Internet Pro Connect" for $100. Does cox always charge $100 for a replacing a faulty modem and not mention there would be a charge?

    Replaced a modem for a WiFi outage?  Do you have the Panoramic?  I'd think the charge would be included in your monthly rental fees.
