Daily Internet Outage - Modem directly connected to incoming line from pole.

We've been experiencing daily internet outage from August 19 2020.
From Aug 19th to Sep 13th we were seeing 1 outage per day at random times.
From Sep 13th and onwards, the outage have been occurring every 90minutes throughout the day.
These outages have been really disruptive for the daily video meetings I have with my clients.
Symptom:
Aug 19th to Sep 13th - Daily random internet outage(once each day).
Sep 13th and onwards – Internet outage every 90 minutes
Internet comes back in around 5 - 10 minutes.
Some information about how all of this started:
On Aug 19th, the internet suddenly dropped for the whole morning
There was a rolling power outage due to the heatwave scheduled for northern San Diego at the time so we suspected that this may had some effect (we live in east San Diego).
What we have tried since this issue started occurring:
- Aug 19 – Internet was completely down. Replaced modem/router to Netgear c6300v2, had it registered by calling Cox and the issue appeared to be fixed. However the internet dropped around midnight. Daily internet outage starts occurring from this point.
- We tried a different modem but the issue persisted
- 2 visits from COX technician
- 1st visit
- Upon opening the cable, the technician noticed that the coax cable hooked up with the incoming line via a splitter were chewed up by rats or squirrels. He reached in as much as he can to pull the cable and replaced the damaged area with a new cable --> Did not resolve issue
- Issue was not resolved
- 2nd visit
- The technician checked the incoming line from the pole and the signal was fine
- He replaced the splitter that connects the incoming line with the cables running into the house
- Issue was not resolved
- 1st visit
- Suspecting that there may be more animal damage done to the cables within the walls, we decided to move the modem from the living room to the guest room to connect it to a different coax line.
(This line has a signal amplifier) - We also replaced all LAN cables to CAT 5 cables
- This did not resolve the issue
- To mitigate any issues caused by bad splitters or damaged cable, we purchased a brand new RG6 coaxial cable to connect the modem directly with the incoming line from the pole.
- So at this point, all hardware(router/modem) including cables(LAN/Coax) is brand new and the modem is directly connected to the incoming line(no splitters) but the issue is not resolved.
As explained above, the internet is consistently dropping every 90 minutes from Sep 13th(We have the network monitoring tool “GlassWire” running to capture every outage).
