Cox main cable line caught in growing tree branches.

Location: Palos Verdes Estates

Cox’s main cable line, feeding many homes along my block, is being stretched to snapping point by growing branches pushing against the cable. This heavy-limbed pine tree is on city property. Our city allows Cox to hire an approved tree trimmer to release the cables from the entanglement. A permit from the city is required ( free of charge ) to trim around cables. I had Cox tech support out to observe & photograph the issue. No solution was forthcoming. 

question: what do I need to do to get this problem solved ? Cox needs to address this strain on their line before we lose internet, TV & phone.
