I've been a cox customer since the 1990's and using Outlook. I heard about cox Outlook support you're talking about. I spent 2 hours om the phone today with their email tech support to no avail. I didn't change anything after I hung up and later my email was working again. They keep saying it's not them, but it is them. They are about to lose a long time customer with me.

Email nowadays isn't just a client-server connection. Since Cox moved to "advanced" ports; it's high levels of authentication, encryption, root-certificates, server-certificates, OS-certificates, clock settings, etc. The client-server connection may be fine...the problem may be within a single security component.
All you can do is ensure your OS, applications and certificates are up-to-date. It could be a certificate issue with Cox but it'd be a waste of time trying to get them to resolve it. Perhaps webmail 'til they fix it.
