Consistent packet loss rendering my internet almost unusable for about a week

I called cox multiple times now and they told me the issue was not on their end. I recently had the modem upgraded and had someone come check the wiring and everything should be fine there, made sure my drivers are updated, and tried a few other things to try and fix it to no avail. I have use ping plotter and on the first hop I have 0 packet loss, and then on the second hop and past its over 4% constantly, then jumps up to ~45% on the fifth hop. Any help would be appreciated, I don't believe the issue is on my end and the support has told me it's not theirs, so if I can't figure this out shortly I will just have to file a complaint to the fcc. Thanks.
