They are both usb2, I couldn't find usb3

Nice try, but i don't think any of those will work. The first one is for "This ethernet to usb adapter ONLY allows you to use USB cable to work as ethernet cable to connects USB equipped ADSL modem or router that has USB socket. OR connecting professional surveillance camera to regular usb camera.". Second device is to send USB signal over ethernet. 3rd device is for sending ethernet over USB. None of them can do FTP or any of the other things needed for a NAS on a stick. Think of it like using a adapter to turn a phone cord into a ethernet cord and plugging it into a router and trying to make a phone call.
The SNT SNT-EZNAS mentioned in Tom's Hardware may work, but it's 10/100 and also not sold anymore anywhere I look. Couldn't find a website for SNT either.

Hey, I am TRYING to find something for this person. The only other method is to purchase a WD NAS or something like it, and then connect the usb devices to IT, and IT's connected to the ethernet router. I actually have 3 usb SSD drives connected to my PR4100.

I am sure OP appreciates the help, and I appreciate the input, just trying to focus the conversation on what will work. The PR4100 starts at 1200$ so I think that is out of OP's budget. I looked at the reviews at the Pogoplug and even though the hardware is sound, seems there is some software issues, specially if the OP has a Iphone, which it doesn't support. And since Pogoplug seems to be out of business, I don't think it will be patched.
I think the best solution for OP given the budget and that they want to use USB, is to use file sharing on a PC. That would cover local streaming, and for remote, then could set up a FTP server. I am not a expert on this though, that is why I suggested Reddit. Also, this isn't a Cox related question so Reddit is better for that reason too.

This is about 160 with no hard drives included. Has 2 usb ports on it
