Try to ping it in cmd and run trace route to it.
Commands:
ping socialclub.rockstargames.com
tracert socialclub.rockstargames.com
Post output of both. If neither resolves an IP address you might have a dns issue. It's fine if it times out, but should say something like this: "Pinging socialclub.rockstargames.com [104.255.105.71] with 32 bytes of data:".

Ok so ping request timed out but it did ping 32 bytes and packet loss was 100% out of the 4 sent
when I did the tracert command I got some that timed out and some that didn’t so I could throw it in paste bin if that’s what you need

I'm not using any anti-virus, web browser is through firewall, all other devices can't connect but when on cellular on my phone I was able to connect.
