Can we get a Node split in our neighborhood soon?

I have had Gigablast internet for years and before that I always had ultimate. I got a new Technicolor modem CGM 4331 I have had the tech out to my house yesterday afternoon. I have been getting only 20mbps in the evenings every night and my neighbor has the same problem. I get 1100mbps in the morning and then it starts slowing down in the afternoon. The tech notice small packet loss on my line and put in a request to maintenance. He was an awesome tech by the way. With so many people streaming shows and using the net in the evening only being able to get 20mbps to 50mbps till after midnight isn't right when you are paying for the fastest service. How long would it take to have the Node Split so we can increase capacity on my line?
