Watch cloud dvr recordings on phone

I am posting to see if there is a way to watch cloud dvr recordings on the go? The majority of programs seem to be in home, however this surely can't be due to licensing issues can it? Multiple live services such as youtube tv, and hulu have this ability.

with the app, you can schedule but i don't believe you can watch.

Exactly, which begs the question. Why would you even consider it a cloud dvr. It should be called a stay at home dvr. Every other service that has cloud dvrs and even some other cable providers, allow you to watch it on the go.
