For those moderators that are following, I am the person that has been battling slow upload speed for months. Back in early February, I had multiple technicians come to the house and after opening up a maintenance ticket, they fixed my upload speeds for about 3 weeks. After 3 weeks, my speeds got cut back down from 30mbps down to 4mbps. I asked Cox to reopen the maintenance ticket, however they said that it was not possible to do so and I would need another tech visit.
They sent the same technician out to my house, and it was nice because I didn't have to explain everything from scratch. He tested some levels and then he opened up another maintenance ticket for my block. The next day, I was back to uploading at the speeds that I am paying for, 30mbps.
Less than a week later, my speeds are back under 5mpbs (tested across multiple days, time of days). I am very frustrated having to give up my weekends waiting for techs only to have them refer a ticket to maintenance anyway. I would like this to be fixed permanently.
Can a moderator please look at the last threads and recommend a course of action to get this fixed permanently?

Is everyone seriously in the same boat about upload speeds? I feel like there are about 50% of the threads here are slow upload speeds (including me)

I haven't dug too deep into your older posts yet, but what was the maintenance ticket for? Signal issue or congestion issue? And did you get the ticket number?
I am finally happy with my Preferred connection after a very long struggle. Might even upgrade if we stay with Cox and get this new phone modem coming out. Keep fighting the good fight.

The first ticket was for the MER/BER rates back in early February. The ticket last week the tech put in as "slow upload".
In the last 48 hours of tests at various times of the day, I never exceeded 10mbps upload no matter what time of day. I just ran one 30 seconds ago and this is what I got:
Unless somebody at Cox saw this ticket and made a change, I am baffled since I ran test after test over the past 2 days and didn't even get close to half this number.
I wish I knew what was causing these issues so I could get it fixed for good.

I would suggest incorporating different speed test sites for a rounder data set. You might be seeing congestion with that site, or to the test site, or a peering issue between the 3. Also, with HTML5 sites, always make sure the browser window is in focus. If you click on the test and pop open a new tab to do something else, it can effect results. Try these sites.

I can confirm that the issue is not due to the speed test since when I notice slow uploads I try to transfer files to multiple sources.

Are you experiencing slow download speeds? Or is the issue with upload speeds only?

The issue is only with upload. Download is extremely fast at almost 300mbps.

And I'm back to terrible upload speeds. The frustrating part is that my speeds are so inconsistent. What could be causing this?

I have found that for stretches of 1-2 hours, the speeds will be pretty bad, such as this morning. I ran that test at about 8:30am. I ran another test this afternoon, and I was at 30.1mbps.
At this point I can't find a repetitive pattern when speeds are bad (ie. morning, afternoon, evening).

I have a thread currently ongoing right now with literally the exact same issues. So far the only 'support' I've gotten is telling me to run speed tests and to bypass the router, even though I clearly stated I had done that in the OP. The last thing I heard was a suggestion to send a tech to the house that would cost me $75 even though I've already had 3 in the past, two for slow upload speeds and one that was 'installing' the ultra package and did some troubleshooting for me. They all just check the levels, says everything looks great and when I run a speed test in front of them and get less than 50% of what I should they just say that's normal and leave. It's insulting to act as if the problem will just go away on it's own or to be treated like I'm so dumb that I won't realize the problem never was fixed.
I realizing I'm unproductively ranting, but wanted to let you know there are lots of us in the same boat with little end in sight.

I can certainly sympathize with you. I have had a total of 5 techs out to fix this issue. The most frustrating part was that they did fix it. Twice. Each time the issue came back within a couple of weeks. I think that there is something going on in the node on my block, but it is next to impossible to get Cox to admit this issue.

I have hit a new low this afternoon:
Can I please have some help from somebody at Cox to fix this? I need somebody that can help fix the issue instead of repeatedly asking me to bypass the router, try different upload sites, and reboot things. This is clearly an issue on my street and I need to get this fixed for good.

When I check the modem again I do see a little bit of packet loss which might explain what you're seeing. That is something that a technician would have to come out and troubleshoot further.
