I assume you are talking about the new minibox required to receive cable tv after the all digital conversion, correct? If so, you posted your rant in the internet forum, not the tv. You may be better served by posting there.
If you are indeed on a limited income, you may qualify for the box for free for the first two years. I would check with Cox customer service to see if you qualify. On the other points, I know you don't want it, none of us do but I don't think Cox would just ship you a box without your ordering. I too, grew up with B&W tv but totally enjoy what's available through technology today

I don't really understand your comparsion to recycling. For that your paying for the transport of material away from your house, for cable service, your paying for the costs of delivering service to your house. You can't go to a Cox store and pick a box of cable service for free.
Also, I don't see how your comparsion to insurance works either. When you pay for insurance, your paying for someone to give you money if something is damaged. Basically the service is only in use when it is needed/used, unlike cable which is being sent to your house 24/7.

Cox is a business. Their business is to sell services. Why would they want to invest in improvements for little to no gain? In some ways, Cox IS providing a better service, it's just a service you now need other equipment to view. Going from VCR to DVD was a improvement that probably took millions to invent, but the only way to make use of it is to buy a DVD player. People who had VCR's weren't made that Sony didn't improve the VCR.
Last, this isn't just about improvements. It's a fundamental change in how the service is delivered. Cox doesn't want their signal broadcast on the wire where anyone with a ladder and a wrench can tap in for free. If you don't think this is a problem, just drive into a populated area of a city and look at all the "home made" wiring. The theft of service isn't even the biggest problem. All that wiring is usually badly made and wired incorrectly. Landlord install amps to deliver the service to entire apartment complex, and in doing so sometimes feed ingress, or bad signal, back into the line that cause neighbors to have problems. Ingress is one of the leading cause of T3/T4 errors and other intermittent, very hard to fix problems. Last, by encrypting the signal, it allows Cox to never shut it off. They don't have to send technicians out to turn people on at the pole, and they don't have to send technicians out to turn people off. This is a huge savings, and has the benefit of allowing customers to self install service with little to no wait. These changes are on top of the usability and picture quality improvements a cable box brings, specially over a older CATV.
