Mini Box channel lineup

An earlier post from a Cox customer support rep stated:  "The mini box is capable of tuning the channels in the Cox TV Starter and Essential tiers. Once you connect the mini box, you will also receive additional digital channels at no extra charge. The channels vary by market, but include 50 Music Choice channels, local HD broadcast channels, as well as channels like NBC Sports Network, Hallmark Channel, Investigation Discovery, National Geographic Channel, and GSN."

I have the Advanced TV Preferred package and am missing numerous channels with the mini-box.   I don't believe it was made clear that the mini-box enables only a limited number of digital channels and subscribers to additional packages will not be able to access many channels via the mini-box.  

Is there a technical reason why the mini box cannot receive many of the Advanced TV packaged channels?

Given what a subscriber now pays for advanced TV (nearly $100 per month), it would seem that Cox would enable all of a subscriber's TVs to receive the subscribed channels.
