So I live in an apartment with three other guys and we pay for the best internet Cox offers, 100Mbps, but it consistently yields download speeds of about 10Mbps. We pay for this so we can do online gaming and streaming, but pretty much can't do any of those things. If it's a router problem that's our issue but the router is brand new and pretty good. Kinda ridiculous

100 Mbps is the Premier tier, their second-to-highest package. Ultimate is 300 Mbps, or still 150 Mbps in some places.
1) What modem and router are you using? Need the brands and model numbers.
2) What are your speed test results when you're wired DIRECTLY TO THE MODEM? (bypass router, no wifi)
3) What are your modem signal levels like? (power levels, SNR, etc)
4) The 10 Mbps you're seeing, is that from an actual speed test or is that what you see on file/game downloads?
Because if it's from file downloads, those are actually measured in MB/s not Mb/s, the capital letter makes all the difference.
1 MB = 8 Mb so if your file/game is downloading at 10 MB/s that's the same as 80 Mb/s which is close to the 100 Mb/s you pay for.
