What cable box are you using? Are you missing the audio from both the DVD player and cable box? Have you checked the setting on the remote TV to ensure it's expecting audio over the HDMI connection?
Have you tired (or can you test) going directly from the box to a TV using HDMI? This would help isolate the problem and tell us if the Rocketfish is the cause.

+1 Which cable box are you using? Also, what model Rocketfish?
First thing I would check is if the Rocketfish is HDCP compatible. Also, check that your audio output is PCM. Last, check that the only output from the cable box is HDMI. Some boxes can detect what is plugged into it and adjust outputs accordingly.
