What CATV channels can I use to transmit on that will not affect Cox Digital channels. For example if I transmit on CATV channel 70, I lose digital channels 2, 4, 6, 15, 106, 107, 108, 111, 123

What do you mean by transmit? Your not allowed to put anything on Cox's coaxial. Besides that, stay away from 5-1000Mhz.

I assume he's using a block to prevent any upstream signal ingress. It sounds like he is just looking for a free area in the spectrum that will allow his in house transmissions to coexist with his cable service.
