10.16 Mbps on premier?

I am currently paying for Internet Premier.  As it says at the bottom of the image, that should be up to 100Mbps.  

Not the 10.16Mbps I am currently getting.

I haven't had anywhere near that speed since I became a customer, and would like to find out what is wrong here.

Some help would be appreciated.  Cox says it doubled its speed, so far...not in my house.
