Cox has put DRM on all channels in Tulsa AGAIN
Six months ago, my Silicon Dust home Run stopped working on most channels because COX had suddenly flagged all channels with DRM except the locals A week after I queried this, things went back to normal. Now it's happened again. This is very frustrating. I can't see that its official policy because, if it was, they wouldn't change them back? But if its not official policy WHO keeps messing with the DRM settings every few months? Please change them back again. I am NOT attempting to record things, just to watch TV on my PC using the HD Homerun viewing app, something which worked fine until Cox started the upgrade from MPEG 2 the the new format . I've read some posts stating that Cox has set a DRM "no record" flag on everything but local channels, but the HD home run software is supposed to be DRM compliant, and should not ha a problem with watching, as opposed to recording, TV . I contacted Cox, who gave me the usual "nothing wrong at this end" speech. Anyone have any ideas? This is about this last straw with COX for me. Everything was working fine, and they go and mess it up, and deny having done so. . I have two PCs I occasionally use to watch TV . I've been using a cablecard (provided by Cox) for well over a year wIth very few problems. Recently, however, within the past couple months, it appears that COPY_ONCE DRM has been turned on for channels I was previously able to receive with no problems. Now these channels are unviewable. What gives? Were changes made at the first of the year? Whenever I, or apparently anyone in the forums, brings up the issues customers have with Cox's choice to set all channels not prohibited by the FCC to "Copy Once" the response is some variant of: The copy protections standards we apply are consistent with the agreements Cox has with various programmers to carry their cable content. We assure that these comport with the copy protection rules set forth in Section 76.1904(b) of the FCC’s Rules and Regulations as well. I cannot argue with this statement as all that it says is that Cox has at least as severe DRM as required by service providers, and does not apply moresevere DRM than allowed by the FCC. The FCC rulessay in summary that content broadcast over the air cannot have DRM moresevere than "Copy Freely" and that only premium (first run) content like PPV and possibly HBO (subsection b.1.ii is where things get fuzzy) canhave DRM moresevere than "Copy Once" This means, based on the FCC rules, that in practicemost cable channels can be marked "Copy Freely" or "Copy Once". Given that other cable TV providers, and Cox in some areas, mark almost all content as"Copy Freely". This makes me think that many or most content providers are willing to permit their content to be transmitted as"Copy Freely". So my question is, given the above, what is preventing Cox from choosing to enforce the least restrictive DRM allowed by the FCC and their agreements with content provider agreements? I've been running a home theater PC at home for over a year now, but have so far only had access to the basic network channels. I want to expand my channel lineup with a cable subscription, but have been unable to find information about the CCI settings for my local channel lineups. I believe the cable package I am looking at with the Advanced TV, and would give me access to various sports channels (which is what I'm really looking for) among other. From what I understand, if the CCI bit is set to 0x02 (Copy Once), my MythTV setup will not be able to display that channel. I definitely don't want to invest in the hardware and sink the time into attempting to set this up if it won't work, but the information I am looking for seems to just not exists. Even calling Cox resulted in being told that the CSR didn't have the information and didn't know how or where to get it. I'm not looking to illegally distribute content, all I want to do is pay for and receive the content I want but not be limited to using the expensive HD DVR rental that is also not compatible with my HTPC setup. It appears to me that any HD stream provided by Cox is limited to 0x01 or 0x02 with the exception of Over The Airwaves (OTA) public programing and local stations. I've noticed that the limitation applies to non-HD channels such as the Military Channel, PBS Kids and Nick JR, as well as the HD programming. In 1984, the Supreme Court of the United States (SCOTUS), deciding Universal City Studios, Inc. et al. v. Sony Corporation of America Inc. et al., ruled that: "Any individual may reproduce a copyrighted work for a "fair use"; the copyright owner does not possess the exclusive right to such a use. " and "Private, noncommercial time-shifting in the home satisfies this standard of noninfringing uses both because respondents have no right to prevent other copyright holders from authorizing such time-shifting for their programs, and because the District Court's findings reveal that even the unauthorized home time-shifting of respondents' programs is legitimate fair use." In 2003, the FCC issued the Plug and Play Ruling (CS Docket No. 97-80, PP Docket No. 00-67), specifies the MAXIMUM level of restriction is 0x02, which it DOES NOT REQUIRE. Given that Cox could have chosen to allow unrestricted copying, which would allow off-line storage and be in line with SCOTUS ruling, why has Cox instead chosen to implement the maximum restriction presently allowed by the FCC?5.3KViews0likes8Comments
