<1.5Mbps Upstream to Ingest Servers

The throttling occurs not just on Twitch but with lesser known live streaming ingest servers such as VaughnSoft. What can be done to achieve the upload speeds paid for? I setup a VPN to a local friend's ATT connection and received normal speeds up to the router's abilities for a VPN indicating that it is in fact Cox throttling to streaming services. I've had a total of 5 techs in my home and 3 line techs out. I'm being told this is a distribution problem. There is a representative i have been in communication with due to the BBB complaint. Basically going on 3 months with this issue and nothing has improved. I'm paying for COX Ultimate and intermittently i am barely able to get 10 mbps down and 5 up. Someone needs to actually fix this problem. Look at the entire issue and come to a conclusion. I just now lost connection to everything i was doing and then it immediately reconnects. I have been pressured into purchasing a new modem to the tune of $99. Nothing has improved. Just got out of a chat with an agent about speed issues I've been having for the past month and he confirmed with me that due to exceeding the data usage cap that Cox is indeed shaping/throttling my connection. I tried to point out that under Cox's own Terms of Service it states that "Cox does not shape or throttle Internet traffic based on the particular online content, protocols or applications a customer uses" but he was adamant that I was being throttled due to excessive usage. I had a feeling that was the case since my speeds have taken quite a nose dive in the past month. I'm currently on the Internet Premier plan that reportedly has 100mbps/10mbps and I'm down to 16.2mbps/768kbps on my last speed test. The download doesn't bother me so much, but the upload is killing me. I've done some troubleshooting on my end just to make sure it wasn't Cox doing this to me. I've moved the modem to every possible spot in the home, tried the connection with and without the router (same results either way), did a factory reset on my modem (Motorola Surfboard 6121), and checked my signal ratings and they appear to be in a good range for both the downstream and upstream. I feel like I've covered all my bases, and the timing of my slow down with me going over my data usage really only points to shaping happening on Cox's end. I'd love to be proven wrong, but that's what it looks like to me. I know this sounds like throttling but I'm not sure. Here's what happens. I start downloading some TV show from Itunes. The first 2 or 3 shows download fine. Then when it gets to about the 3rd or 4th download it starts to slow down and then eventually just stop. The problem is it then freezes my entire internet access. So it's not really just iTunes at that point, it's all my network devices getting their internet connection frozen. I then re-set my modem and then it's all good again. If I then start the process again (the downloads) the internet on all devices will eventually freeze and hang up after about the 3rd or 4th download. Does Cox throttle connections with Netflix? Over the last few days Netflix can't even go 5 minutes without slowing to a crawl, but other services like Hulu or Amazon Video are fine. Anyone else having problems loading YouTube videos? I used to watch a lot of videos with my little daughter but lately it has become impossible. Can't even watch a 2-3 minute video without it stopping to buffer several times. And it is not YouTube. I can watch the same stuff on my phone without a problem.
