Phone plugged directly into modem and not working

I plugged my landline phone directly into modem and it still doesn’t work. Any help is appreciated.

if it never worked, cox has to setup/assign number over the phone!

Is this an initial request for landline service?&nbsp; Meaning, you just ordered it.
If this is a new install, there's some more steps to take.
