I thought it was this forum for a App request but received a response indicating it was for technical trouble shooting.
So where does one post an app request?
You posted in the correct Forum. Those "technical topics" dismissals are mere copies-and-pastes from a rehearsed script. The first reply was considered feedback but then claimed non-technical.
However, in accordance with the Forums Usage Guidelines:
Cox provides the Support Forums as a service to its customers and non customers to help them obtain support, exchange ideas and get information relating to Cox products and services.
Getting rid of cable-box (fees) probably roused the mod.
